Use a program like Frontpage or Dreamweaver to design it or a free service like http://www.geocities.com .

How can one design a simple website without paying anyone to do it?

HTML BASICS

BASICALLY speaking there are only [ ] html code you need to learn to get started.

later..you can more about Cascading Style Sheets and Tables and beging to advance to the more professional html coding.

but for now...these will suffice.

most html code require BOTH an open code and a close code. the difference is the / mark after the html code to indicate it%26#039;s a close code.

paragrapgh and sentence break html codes are among those that do NOT require a closing code.

paragrapgh break = %26lt;br%26gt;

sentence break = %26lt;p%26gt;

so here we go!

very 1st html code:

%26lt;html%26gt;

body background

open

%26lt;body bgcolor=%26quot;name of color here such as white%26quot;%26gt;

close

%26lt;/body%26gt;

font size runs from small [1] to extra large [7]

font size and text color html code:

open

%26lt;font size=%26quot;?%26quot;color=%26quot;?%26quot;%26gt;

close

%26lt;/font%26gt;

how to center anyting:

open

%26lt;center%26gt;

close

%26lt;/center%26gt;

i%26#039;m often asked %26quot;how about images?%26quot;

image html codes do not require a closing code.

to seperate images from text,you use the space code %26lt;br%26gt; as many times as necessary to seperate the 2.

i%26#039;ll also add image placing on left-center-right

%26lt;img src=%26quot;url of image here%26quot;%26gt;

left:

%26lt;img src=%26quot;url of image here%26quot;align=%26quot;left%26quot;%26gt;

center

%26lt;img src=%26quot;url of image here%26quot;align=%26quot;center%26quot;%26gt;

right

%26lt;img src=%26quot;url of image here%26quot;align=%26quot;right%26quot;%26gt;

again...use the %26lt;br%26gt; html code to seperate your images from each other and accompanying text

here is a SAMPLE html opening code line

%26lt;html%26gt;

%26lt;body bgcolor=%26quot;white%26quot;%26gt;

%26lt;font size=%26quot;5%26quot;color=%26quot;black%26quot;%26gt;

%26lt;center%26gt;

your text here

closing code line

%26lt;/font%26gt;%26lt;/center%26gt;%26lt;/body%26gt;%26lt;/html%26gt;

you can throw your images wherever you wish and add whatever text you wish between these 2 html code lines.

REMEMBER...THIS IS A BASIC HTML CODE SET UP AND ONLY FOR NEWBIE HTML USERS.

NOT INTENDED TO NOR PRRESENTED AS THE BEST OR ADVANCED HTML CODING

now..find a free web host,may i suggest:

http://www.friendpages.com

???

Other Replys:I know this probably isn%26#039;t exactly what you are asking ... something to think about.

%26quot;Yahoo! GeoCities offers you a free web site and all the tools you need to build a dynamic site. Features include easy-to-use site building tools%26quot;

They have one free and three pay plans. I%26#039;m not sure about the domain name part.

Maybe you can try it to see what%26#039;s involved with setting up a website.

I just came across these sites:

Beginners Web Design Tutorial (I didn%26#039;t see anything about charges.)

http://www.how-to-build-websites.com/

They teach you how to do it...but they charge for the lessons.
